On December 2, 2018, the Alberta Government announced oil production curtailment for 2019 in order to “ensure economical development in the public interest” in response to egress limitations and a dramatic drop in Canadian oil prices in October and November. On August 20, 2019 the Alberta Government announced the extension of curtailment through to the end of 2020 as a result of continued pipeline delays, most notably the one year delay to Enbridge’s Line 3 Replacement Project. This presentation will provide an overview of the trigger, a synopsis of the evolution of curtailment and views on intended and unintended consequences including the potential characterization of winners and losers.
